Elmer Harder, MD
Dr. Elmer W. Harder is an Obstetrician & Gynecologist serving the San Diego South Bay area where he has had the privilege of delivering over 14,000 babies, as well as performed thousands of gynecological surgeries. His warm bedside manner and always genuine caring is what patients remember the most.
Dr. Harder was born in Brazil and is fluent in English, Portuguese and Spanish. He received his undergraduate degree from the University of Loma Linda, California and his medical degree from the Universidad de Autonoma, Mexico. His post graduate Internship was at University of Loma Linda Medical School and he completed a four year specialty residency in OB/GYN at the University of California Los Angeles (UCLA).
During the last 30 years, Dr. Harder has contributed to local hospitals as acting Chairman of the Department of Obstetrics and Gynecology as well as served on several Medical Executive Committees. He has had the distinctive honor of being requested to serve as member of the Hospital Board of Directors and has been bestowed with the Patient Choice Award. Dr. Harder maintains active privileges at Sharp Chula Vista Medical Center and Paradise Valley Hospital.
His special interests are to provide the highest Obstetrical Care to the South Bay community and in his spare time he enjoys spending time with his Family, Traveling and Fishing.
Juan R. Rivera, Jr., MD
Dr. Rivera graduated from La Sierra University in 1992 with a Bachelor’s Degree in Business Administration. While completing his studies in business, management and accounting, he took pre-med classes and volunteered at Women’s Health department at Riverside General Hospital. From the beginning, Dr. Rivera appreciated every aspect of this field. This motivated him to pursue Obstetrics and Gynecology as a career path.
Graduating from Loma Linda University School of Medicine, Dr. Rivera excelled as a senior resident and quickly developed his clinical reasoning and medical judgement in Obstetrics and Gynecology. He was recruited by Dr. Elmer Harder at SouthBay Obgyn Medical Group and here Dr. Rivera has come to sharpen his skills as an excellent clinician and caring physician.
As a new Father, his family comes first as does staying healthy and exercising regularly. All his training has prepared him for working with a broad culturally diverse population of South San Diego County. Dr. Rivera is Bilingual in English and Spanish and is affiliated with Sharp Chula Vista Medical Center and Paradise Valley Hospital, National City, California.
In his spare time Dr. Rivera enjoys Traveling, Photography, Music and Biking. His hobbies reflect his interest in the arts, theater, film and the appreciation for the outdoors.
Elizabeth Z. Scott, MD
Dr. Scott is a board certified Obstetrician Gynecologist who has lived and practiced in the South Bay for over 9 years. She received her Bachelors degree, Cum Laude from Immaculate Heart College, Los Angeles. She is a graduate of Creighton University School of Medicine, Omaha, Nebraska, where she became a member of the prestigious Alpha Omega Alpha Honors Medical Society. Dr. Scott completed her internship at UCLA Cedar Sinai Medical Center, Los Angeles, California, and her residency at LSU, New Orleans, Louisiana.
Dr. Scott is a past Chief of the Department of OB/GYN at Paradise Valley Hospital and she is an expert gynecological surgeon. She is a certified user of the Da Vinci robotic system for minimally invasive surgery.
Dr. Scott decided on a career in obstetrics and gynecology because she loves participating in bringing new life into the world. Her special interest includes caring for women in all aspects of gynecology and she believe in helping patients through their health challenges in a caring manner, minimizing pain and recovery time. Dr. Scott is an advocate for a healthy lifestyle encouraging her patient to optimize their general health through fitness and food choices. Dr. Scott is happily married and has two teen children; she enjoys spending time with her family, being outdoors, hiking, camping, yoga and cycling.
Aiwei Wang, MD
Dr. Wang is Board certified in Obstetrics and Gynecology and a Fellow of the American College of Obstetrics and Gynecology. He received his medical degree and PhD from the Peking Union Medical College, Chinese Academy of Medical Science, Beijing, China. He has been a member of SouthBay Obgyn Medical Group since 2005.
Dr. Wang further engaged in a postdoctoral Research Fellowship in the Department of Obstetrics-Gynecology and Urology at Bringham and Womens’ Hospital, Harvard Medical School, Boston. He completed a Residency in Obstetrics and Gynecology in New England Medical Center, Boston, Massachusetts and Nassua University Medical Center, Long Island, New York.
Dr. Wang has served as Chairman of the Obstetrics and Gynecology Department at Paradise Valley Hospital. He has been bestowed with Best Ob-Gyn Research Presentation at NUMC, a Postdoctoral Fellowship by the Population Sciences of the Rockefeller Foundation, Surgery Research and Scientific Award by the Ministry of Health, People’s Republic of China. Dr. Wang has multiple publications as first author.
His special interests include minimal invasive Gynecological Surgery including robotic assisted Laparoscopic procedure, Menopause and Infertility. Dr. Wang resides in Carmel Valley, San Diego North County and he is fluent in English and Chinese/Mandarin.
New Physician: Dr. Raghu Shettigar, M.D.
Dr. Shettigar graduated from Medical School at New York Medical College in 1999. He moved to Dallas, Tx for his residency in Ob/Gyn at UT Southwestern working at Parkland hospital which had the highest volume L&D department within the United states.
After completing his training, Dr. Shettigar worked in Austin, Tx at the academic program. He built a small private practice while also serving as the Ob/Gyn medical student clerkship director. During this time Dr. Shettigar also worked with Family Practice graduates who were seeking fellowship training in Obstetrics and Certified Nurse Midwives.
Dr. Shettigar took part in developing an Ob/Gyn residency in Austin which eventually became an integral part of Dell Medical school.
In 2018, Dr. Shettigar took the opportunity to join SouthBay Ob/Gyn as it was expanding it’s volume and partners bringing him into the San Diego area. He has a balanced practice of general obstetrics and gynecology with interest in laparoscopy and minimally invasive surgery.
Dr. Shettigar is happily married with two teenage children. In his spare time, he enjoys playing tennis, riding bikes, and practicing yoga. With his extended family are in the area, Dr. Shettigar looks forward to being of service to the community for years to come.
Dr. Shettigar is proficient in medical Spanish.

Megan Jett, WHNP, CNM
Megan Jett is a women’s health nurse practitioner and a board certified nurse midwife.
She graduated cum laude from SDSU in 2003 with a bachelors degree in nursing and practiced as a labor and delivery nurse at an in hospital setting for over 13 years. She enjoyed maternal child health care so much that she became a women’s health nurse practitioner and nurse midwife, graduating from SDSU in 2014 with her master’s degree in nursing. Megan earned the graduate award for her evidence based change project, co authoring and leading the implementation of a hospital wide OB hemorrhage policy.
She joined South Bay OBGYN in December 2014 and has been providing prenatal care, well woman exams, and family planning services as well assisting in cesarean sections and patient rounding in the hospital setting.
In her free time, Megan enjoys life in San Diego and spending time with her husband and two young girls.
Hilary Elkins, WHNP
Hilary Elkins has a Master of Science in Nursing, specializing as a Women’s Health Nurse Practitioner. She attended and graduated from San Diego State University in May of 2016 and established herself as a Patient Care Specialist responsible for evaluating patients undergoing fertility treatments.
Prior to advancing her education, Hilary was a Triage, Labor and Delivery RN at a local hospital where she provided the highest standard of care to patients on a level III unit that delivers over 8,000 babies a year. She was part of the Triage Core Team who were specifically trained to triage a wide range of obstetrical and gynecologic concerns. Hilary functioned as a charge nurse overseeing the shift nurses and OB techs during several of her assignments.
Hilary is proficient in many GYN and OB related areas. She has a special interest in birth control management and fertility.
In October 2017, Hilary joined SouthBay OBGYN as a staff Nurse Practitioner and has been putting all of her acquired skills to great use. She is able to assist the practice with IUD and Nexplanon placements and removals, Annual Well Woman Exam’s, Urinary tract and vaginal infections, breast concerns. etc. She is a highly dedicated and caring provider.
In her free time, Hilary enjoys spending time with her daughter and friends.
Obed Ferrari, P-AC
Dr. Ferrari is a certified Physician Assistant that has been with SouthBay Obgyn Medical Group for the past 20 years. He received his degree from Charles R. Drew University of Medicine and Science School of Allied Health in 1988.
Dr. Ferrari is a member of the American Association of Physician Assistants and the National Commission of Certified Physician Assistants. He manages low risk Obstetrical Patients, Assists in Cesarean Sections and supports the practice in Well Woman Exams.
Dr. Ferrari is Fluent in English, Spanish and Portuguese and his special interests include contributing to Woman’s Health in the South Bay San Diego Area. In his spare time, He enjoys spending time with Friends and Family, Traveling and Soccer.
